Italy: Feed-in Tariff Approved

Italian Industry and Environment Ministers approved at the end of July the Feed-In Tariff for photovoltaic energy systems. This long awaited law, the so called "Conto Energia", has been introduced in Italy for systems between 1kWp and 1MWp.

The incentives will last for 20 years and the tariffs are for years 2005-2006:

PV Power Tariff

1-20kWp 0,445 eur/kWh

20-50kWp 0,460 eur/kWh

50-1000kWp 0,490 eur/kWh (maximum value)

From 2007 the tariffs will be reduced by 2% every year. The tariffs will be revised each year, according to the national statistic institute data on the inflation rate.

The law does not additionally incentive any BIPV project, and allows PV ground mounted.

Any PV systems grid connected after the 30 September 2005 could receive the incentives.

For systems under 20kWp the tariff is incremented by the net-metering mechanism (around 0,15 eur/kWh).

For systems above the 20kWp the tariff is incremented by saving the cost of the self-consumed PV energy and by the sale of the unconsumed PV energy.

For systems above the 50kWp a bidding system on the tariff is introduced. Each 3 months are open the roll-call to present the projects and within all the >50kWp projects the incentives will be assigned to the ones that asked a lower incentive (0,490 Eur/kWh is the maximum value). An advance of 1500 eur/kWp for systems above 50kWp must be paid by the project promoter in order to guarantee the completion of the project.

Also each 3 months the projects for systems under 50kWp should be presented and the projects will be awarded by the tariff on a first-in first-approved scheme. The deadlines are each year: 31 March, 30 June, 30 September, 31 December. The 31 December 2005 will be probably the first deadline available.

Bureaucratic aspects could be a feature of the law; this could be a risk. From a first analysis of the law, a minimum set of 6 letters should be exchanged with the administration to obtain the tariff. Italy is full of bureaucracy, so we should expect that the "Conto Energia" will also be affected.

The Italian Government will not pay for the incentives, but spread

over all the electric bills paid by all electricity consumers. The extra amount on the bills should be of the order of 0,0014 eur/kWh.

The final objective of the law is to reach 300 MWp installed by the end of 2015.
